What is the Jan Lokpal Bill

The Jan Lokpal Bill (Citizen’s ombudsman Bill) is a draft anti-corruption bill drawn up by prominent civil society activists seeking the appointment of a Jan Lokpal, an independent body  that would investigate corruption cases, complete the investigation within a year and envisages trial in the case getting over in the next one year.

Drafted by Justice Santosh Hegde (former Supreme Court Judge and present Lokayukta of Karnataka), Prashant Bhushan (Supreme Court Lawyer) and Arvind Kejriwal (RTI activist), the draft Bill envisages a system where a corrupt person found guilty would go to jail within two years of the complaint being made and his ill-gotten wealth being confiscated. It also seeks power to the Jan Lokpal to prosecute politicians and bureaucrats without government permission.

Retired IPS officer Kiran Bedi and other known people like Swami Agnivesh, Sri Sri Ravi Shankar, Anna Hazare and Mallika Sarabhai are also part of the movement, called India Against Corruption. Its website describes the movement as “an expression of collective anger of people of India against corruption. We have all come together to force/request/persuade/pressurize the Government to enact the Jan Lokpal Bill. We feel that if this Bill were enacted it would create an effective deterrence against corruption.”

Anna Hazare, anti-corruption crusader, began a fast-unto-death today, demanding that this bill, drafted by the civil society, be adopted. The website of the India Against Corruption movement calls the Lokpal Bill of the government an “eyewash” and has on it a critique of that government Bill. It also lists the difference between the Bills drafted by the government and civil society.

A look at the salient features of Jan Lokpal Bill:

1. An institution called LOKPAL at the centre and LOKAYUKTA in each state will be set up

2. Like Supreme Court and Election Commission, they will be completely independent of the governments. No minister or bureaucrat will be able to influence their investigations.

3. Cases against corrupt people will not linger on for years anymore: Investigations in any case will have to be completed in one year. Trial should be completed in next one year so that the corrupt politician, officer or judge is sent to jail within two years.

4. The loss that a corrupt person caused to the government will be recovered at the time of conviction.

5. How will it help a common citizen: If any work of any citizen is not done in prescribed time in any government office, Lokpal will impose financial penalty on guilty officers, which will be given as compensation to the complainant.

6. So, you could approach Lokpal if your ration card or passport or voter card is not being made or if police is not registering your case or any other work is not being done in prescribed time. Lokpal will have to get it done in a month’s time. You could also report any case of corruption to Lokpal like ration being siphoned off, poor quality roads been constructed or panchayat funds being siphoned off. Lokpal will have to complete its investigations in a year, trial will be over in next one year and the guilty will go to jail within two years.

7. But won’t the government appoint corrupt and weak people as Lokpal members? That won’t be possible because its members will be selected by judges, citizens and constitutional authorities and not by politicians, through a completely transparent and participatory process.

8. What if some officer in Lokpal becomes corrupt? The entire functioning of Lokpal/ Lokayukta will be completely transparent. Any complaint against any officer of Lokpal shall be investigated and the officer dismissed within two months.

9. What will happen to existing anti-corruption agencies? CVC, departmental vigilance and anti-corruption branch of CBI will be merged into Lokpal. Lokpal will have complete powers and machinery to independently investigate and prosecute any officer, judge or politician.

10. It will be the duty of the Lokpal to provide protection to those who are being victimized for raising their voice against corruption.

Awarness about prostrate cancer



 

Well the girls have done a very unique way of spreading breast cancer awareness .  ( I call it the Bra awareness its where the girls posted the colour of the bra as their status message) we saw its success and then it really helped people to know more about breast cancer the hype created by the Bra awareness was tremendous

well why not the boys do something unique in a similar fashion( I call it the Underwear campaign) to create awareness among everyone about prostrate cancer.

Just post I like red , blue , green , yellow, white any colour ( which is I like red colour underwear I like blue colour underwear) sheer intention is spreading awareness about prostrate cancer ( well few of our friends discussed it and ( girls they have promised not to reveal it thou I Doubth) have come to a conclusion that this idea is better. Instead of posting colour like red and black and any colour which anyone will know boys are posting the colour of the underwear what we will do is post the colour but as ( I like red , or I like black  or I like white) this creates a confusion and a wild guess saying that it’s the colour of maybe a condom.. well lets do this

What we will do is Post it as ( I like Red) or I like white = which in real means I like red colour or I like white colour please this has to be distributed to boys only and the campain starts March 11.03.11. . Lets keep this discreet if we can and spread it across the boys mens and make it successfull and next year maybe we can come up with something more.

 

Lost a friend to cancer and while creting this post Go to know about a friends Dad passing away in june 2010 due to liver cancer. May their Soul rest in peace. But ther are cases ( freinds too) who detected cancer at early stage and some are cured not completely but yeah there are much better then before. God help them too

Prostate cancer is a form of cancer that develops in the prostate, a gland in the male reproductive system. Most prostate cancers are slow growing; however, there are cases of aggressive prostate cancers.[1] The cancer cells may metastasize (spread) from the prostate to other parts of the body, particularly the bones and lymph nodes. Prostate cancer may cause pain, difficulty in urinating, problems during sexual intercourse, or erectile dysfunction. Other symptoms can potentially develop during later stages of the disease.

Rates of detection of prostate cancers vary widely across the world, with South and East Asia detecting less frequently than in Europe, and especially the United States.[2] Prostate cancer tends to develop in men over the age of fifty and although it is one of the most prevalent types of cancer in men, many never have symptoms, undergo no therapy, and eventually die of other causes. This is because cancer of the prostate is, in most cases, slow-growing, symptom-free, and since men with the condition are older they often die of causes unrelated to the prostate cancer, such as heart/circulatory disease, pneumonia, other unconnected cancers, or old age. About 2/3 of cases are slow growing, the other third more aggressive and fast developing.[3]

Many factors, including genetics and diet, have been implicated in the development of prostate cancer. The presence of prostate cancer may be indicated by symptoms, physical examination, prostate-specific antigen (PSA), or biopsy. The PSA test increases cancer detection but does not decrease mortality.[4] Suspected prostate cancer is typically confirmed by taking a biopsy of the prostate and examining it under a microscope. Further tests, such as CT scans and bone scans, may be performed to determine whether prostate cancer has spread.

Treatment options for prostate cancer with intent to cure are primarily surgery, radiation therapy, and proton therapy. Other treatments, such as hormonal therapy, chemotherapy, cryosurgery, and high intensity focused ultrasound (HIFU) also exist, depending on the clinical scenario and desired outcome.

The age and underlying health of the man, the extent of metastasis, appearance under the microscope, and response of the cancer to initial treatment are important in determining the outcome of the disease. The decision whether or not to treat localized prostate cancer (a tumor that is contained within the prostate) with curative intent is a patient trade-off between the expected beneficial and harmful effects in terms of patient survival and quality of life.

, celebrated on the 4th of February each year is a day when the world projects its concerted effort to fight cancer.
Cancer is one of the leading causes of death world wide

 

 

According to WHO estimates, around 84 million people are likely to die of cancer   between 2005-2015 if they are denied treatment for the disease.
The

 

poor and the developing countries are more burdened by cancer than the developed countries and, therefore, it is important to address this ever-increasing burden.

World Cancer Day- Beginning
World Cancer day began as a part of the World Cancer Campaign, which is in response to the Charter of Paris that was adopted for the New Millennium at the

 

Nation wide campaigns are held and fund-raising events are organized to inform the general public on  risk reduction in cancer.

World Summit Against Cancer on February 4, 2000.
The charter called for a concerted effort between governments, scientists, health-care professionals, patients, pharma industries and the media to fight cancer.

What happens?
Each year on 4 February, the UN’s health authority,

WHO, supports  a united  effort  to ease the global  cancer  burden by promoting ways to   spread awareness on early detection, treatment, risk reduction and prevention of  cancer. A lot of effort is taken to  improve the quality of life for cancer patients.
On this day WHO, along with

International Union against Cancer, world  governments, NGOs, business people, health care professionals and  celebrities  participate in  discussions  on cancer  to increase awareness among the general public  on matters related to the disease.

Nation wide campaigns are held and fund-raising events are organized to inform the general public on  risk reduction in cancer.

2011 – Motto & Significance
The motto for the year 2011 is

“Teaching Children and Teenagers to limit their sun exposure by being SunSmart!”
Skin cancer is one of the most common cancers in the world. Skin cancers are largely brought on by

overexposure to the sun’s harmful UV rays. It can also be brought on by sun lamps and sun parlors.
The

sun burn that a person acquires can take more than two decades to transform into a malignanacy.
Skin cancers are more prevalent than before, what with increasing number of people, particularly the young, taking to sun tanning and sun- bathing to get a tanned look, which is in vogue.

Skin cancer is largely preventable and there is a need to advise those at risks, to avoid excessive exposure to the harmful rays of the sun.
This year the World Cancer Day is even more significant as the

UN Summit on Non Communicable Diseases (NCDs) is taking place this year.

World Cancer Declaration
The World Cancer Declaration focuses on bringing the attention of world leaders and health policymakers to the growing cancer crisis  and reduce  the  burden globally  by 2020.
The

targets by 2020 include-
• Reduce

tobacco and alcohol consumption globally
• Reducing

obesity
• Hepatitis B and Human Papilloma Virus (HPV) Vaccination programmes all over the world for and to prevent liver and cervical cancer
• Reducing emigration of

health care providers with special cancer training
• Ensuring the global availability of

pain medication
• Dispelling

misconceptions related to cancer.
Each one of us can

sign the World Cancer Declaration and help towards the global cancer cause.

Cancer Prevention – Tips
Almost 30-40% of cancers can potentially be prevented or the risks reduced. Here are a few easy tips -

• Those who fall in the risk groups, such as those who are above a certain age or those with a familial history, must go for

periodical screening
• Ensure

vaccination against HBV and HPV
• Avoid over exposure to the

sun; apply a sunscreen when outdoors and protect yourself with appropriate accessories like a broad –brimmed hat and sunglasses
• Eat plenty of

fruits and fresh green vegetables
• Indulge in moderate

exercises or go for regular walks
• Monitor your weight –

avoid obesity
